A. BACKGROUND

The Tenth Conference of Heads of States of Non-Aligned Movement (NAM) countries held on

1-6 September 1992 concluded among others the idea of providing scholarships by the Ministry of Education and Culture, which is now the Ministry of National Education (MONE).

In 1993 the Government of the Republic of Indonesia started offering postgraduate (master degree) scholarships to students from the NAM member countries.

 
However, since 2002, after the cold war ended, the scholarship has been offered to citizens of developing countries such as Thailand, Fiji, South Korea, Suriname, Guyana, Turkey, Vietnam, and Vanuatu. This scholarship has attracted more applicants. Over the years up to 2008, 381 students from 42 countries have completed the NAM scholarship program.
 
Considering that the international political development has made the use of the term “NAM” irrelevant, this scholarship program has been renamed  Beasiswa Kemitraan Negara Berkembang (KNB) or Developing Countries Partnership (DCP) Scholarship.
 

B. GOAL

The aims of the scholarship are:
1. to promote deeper cultural understanding among developing countries;
2. to strengthen the relationship and mutual cooperation among developing    countries;
3. to contribute to the development of human resource quality

 

C. STUDY PROGRAMS

The scholarship is offered to postgraduate (Master Degree) students to study at one of the universities in Indonesia for 3 years, consisting of one year of the Indonesian Language and Preparatory Programs and 2 years of Master Program with the arrangement as follows:

2. Study Sessions

   
a.    Indonesian Language   : 8 months
b.    Master Preparatory Programs : 4 months
c.    Master Programs : 24 months (4 semesters)
       
 

3. Research

    a. Research in the framework of the graduate program should be  carried out in Indonesia.
    b. Should the research be carried in the student’s home country, all the cost will be borne by the respective
      student
       
 

4. Language

    All lectures and thesis writing will be in the Indonesian language.
       

D. SCHOLARSHIP COVERAGE

   
 
1. Financial assistance
    (i) Settlement Allowance will be given through the university at the same time with the Living Cost.
    (ii)
While taking the Indonesian language course and preparatory programs, a student will get Rp. 1.200.000,-1/month (living cost only).
    (iii) During their Master Programs in Indonesia, the students will get :
     
Living Cost (monthly) = Rp. 1.200.000,-
Research Allowance (monthly) = Rp.    400.000,-   (to be given at the
beginning of the third semester)
Books (monthly)        = Rp.    350.000,-
    (iv) The tuition fee will be covered by the Government of the Republic of Indonesia
    (v)
A round-trip international airfare (economic class) from the international airport of the students’ home  countries to Indonesia, including local transport to the host university.
   
  2. Health insurance
       
    (i) The students are eligible for health check up at a public health center referred to by the host university
    (ii)
Health insurance given to the students is based on the recommended doctor’s statement. Should students see  specialists including dentists, eye specialists and maternity specialists, they should bear all the cost.
    (iii) The Government of Indonesia will allocate Rp. 150.000,-/month/student for health insurance.
       
E. REQUIREMENTS
       
  1) The maximum age is 35 years
  2) Has a bachelor degree or its equivalent
  3) Has a TOEFL score of 450 or equivalent
  4) Completes and submits the application form and must be nominated by the respective government
  5) If successful, while studying in Indonesia:
    a) will comply with the Indonesian Government and host university regulations
    b) will not work or join any political activity
    c) agrees not to change the place of study and study program selected
    d) Students who have already enrolled or participated in this program are not eligible for this program
       
F. APPLICATION PROCEDURE
       
  1. Submitted documents: 
       
    a. The Completed Application Form
    b. Official letter of the candidate nomination from the respective candidate’s  government official
    c. A photocopy of passport or birth certificate
    d. A certified photocopy of diploma and academic transcripts (translated into English)
    e. A TOEFL score certificate obtained within the last 12 months
    f. A Health certificate from a recognized medical doctor in the candidate’s home country.

In this regard, all the supporting documents must be scanned and sent as attachments. In addition, the candidate must inform the Indonesian Embassy/Consulate General in the candidate’s country of residence of his/her application.

       
G. SCHEDULE
       
  1.
The application and all the supporting documents must be received by the Bureau for Planning and International Cooperation, Ministry of National Education not later than mid April. 
  2. Selection will be conducted in the end of April
  3. The selection result will be announced by early of May.
  4. The students should arrive in Jakarta by mid September.
  5. Orientation will be organized in September
  6. The Indonesian language course will start in mid September.
       
H. ARRIVAL IN INDONESIA
       
  1. Visa Arrangement
    a. Short-Visit Visa (VITAS)
     
Visa used for joining this program is Short-Visit Visa (VITAS) that can be obtained through the Embassy of the Republic of Indonesia in the candidate’s home country. Upon arrival in Indonesia, this visa should be conversed to get the Stay-Permit (ITAS) for 1 (one) year through the Local Immigration Office where the candidate will study.
       
     
The candidate (thence, student) must report to the Local Immigration Office within 7 days upon the time of arrival to directly get the Stay-Permit (ITAS).
       
    b. Social-Visit Visa (VKSB)
       
     
An alternative visa used for joining this program is a Social Visit Visa (VKSB) that can be obtained through the Embassy of the Republic of Indonesia where the student lives. Upon the student’s arrival in Indonesia, this visa should be conversed to get the Stay-Permit (ITAS) for 1 (one) year through the facility of the State Secretariat and the Local Immigration Office.
       
     
To get the Stay-Permit (ITAS), students must attach necessary documents such as: a copy of passport (including the visa used) and the letter of acceptance from the university where the students will study, which will be sent to the Bureau of Planning and International Cooperation, the Ministry of National Education. Then, it will be passed on to the State Secretariat, the Directorate General Immigration Office and Local Immigration Office for processing.
       
     

While studying in Indonesia, students or DCP scholarship holders may go overseas as long as they have obtained an Exit Re-Entry Permit (ERP) or Exit Permit Only (EPO) stamped on their passport by the Local Immigration Office.

       
     
The participants are prohibited to use the Tourist Visa to study in Indonesia, since it will cause a problem in processing the Stay-Permit.
       
    c. The students are expected to have a valid passport  for  minimum of 2 (two) years.
       
    d.
The Indonesian Government (c.q. Ministry of Foreign Affairs) will issue a stay permit to stay for one year and to be extended for the following year until the study is completed. 
       
  2. On arrival
       
    a.
After obtaining the VITAS or VKSB from the Indonesian Embassy/Consulate General in their country of residence, the students must depart for Indonesia as soon as possible.
       
    b.
Students are required to inform the Bureau for Planning and International  Cooperation, Ministry of National Education, Jakarta regarding their schedule of arrival in Indonesia. This is to enable the Bureau to make all the necessary arrangements to meet all the arriving students at the Soekarno-Hatta International Airport.
       
    c. Students are strongly advised not to be accompanied by any family member. The monthly stipend provided is only appropriate for one person.
       
    d.

Students are strongly advised to have international insurance for minimum one month after their arrival

       
    e.
Students are suggested to carry minimum US$ 300 at the beginning of the program to support their settlement process before they receive the scholarship.
       
I. RETURN HOME
       
  1. Return home after finishing study
   
Students who have accomplished their study should contact the host university 30 days prior to their departure so as to allow time for preparing necessary documents.
       
  2. Excess Baggage
    The Indonesian government does not provide any money for excess baggage and book transportations.
       
  3. Temporary return
    When the students wish to leave Indonesia temporarily for a personal reason, they are required:
    a. To have a letter of recommendation from the host university
    b. To have a round-trip international airfare.
    c. To cover cost of exit re-entry permit
During their leave, they will not receive any monthly allowance
       
  4. Drop-out / Aborting study
   
In case students return home due to a personal reason or because they cannot complete their study (e.g. inability to complete the study or violating the university regulations), the following points apply:
       
    a. Students should inform the Director of Graduate Program of the host university.
    b. They should inform the Indonesian Government through the  Department of Foreign Affairs.
    c. They must inform their government official/representative in writing to explain the nature of the problems that have forced them to quit study
    d. They must bear the cost of the International airfares.
       
J.  OTHERS
       
  1. Accommodation
   
The Government of the Republic of Indonesia will not provide any lodging or board for the DCP students. However, the host university will assist them in finding a suitable boarding house/accommodation.
       
  2. Holiday/ Study Leave
   
The Indonesian government does not provide any costs other than the scholarship. Any other costs for personal reasons or vacations will be the responsibility of the students.
       
  3. Dressing Decency
   
Students are advised to wear decent/appropriate clothes when visiting  government offices and public places, and attending classes in campus.
